~Because deafness is a low incidence disability, many teachers don't have a strong knowledge about learners who are deaf or hearing impaired. To make sure these students who are deaf receive the quality education they deserve, educators need to understand the learning needs of these students. With this understanding, educators can work to create a new generation of highly literate students who are deaf or hearing impaired.
